Kimberley Saccomonto, Cape Coral, FL Real Estate Agent, Urges Buyers to Price Flood Risk and Insurance Before Making an Offer

Nov 4, 2026

Kimberley Saccomonto is a dual-licensed REALTOR® and real estate strategist with KS Home Group at eXp Realty, serving Southwest Florida and Chicagoland. With over 12 years of experience, she helps buyers evaluate flood zones, elevation, roof condition, and insurance eligibility before making a purchase.

CAPE CORAL, Fla., November 4, 2026 -- Two Cape Coral homes can list at the same price, on similar lots, in comparable neighborhoods, and cost meaningfully different amounts to own.

The variables are flood designation, elevation, roof age and construction, wind-mitigation features, insurance eligibility, and position relative to storm-surge exposure. According to Kimberley Saccomonto of KS Home Group at eXp Realty, most of them are discoverable before an offer is written, and most buyers discover them days before closing instead.

Her argument is that buyers are asking an incomplete question. Not "can I afford the purchase price?" but "what will this specific property cost me to responsibly own?"

A Flood Zone Describes Risk, Not Destiny

The first misconception Saccomonto works to correct is that flood zones sort properties into will flood and will never flood. They do not. They describe graduated levels of mapped risk.

The City of Cape Coral identifies several FEMA classifications. Properties in A, AE, and VE zones sit inside Special Flood Hazard Areas, where federally backed mortgages generally require flood insurance. X zones represent moderate-to-lower mapped risk depending on whether the designation is shaded or unshaded.

An X-zone designation is not zero risk. Cape Coral states directly that properties outside Special Flood Hazard Areas can still flood, and that flood insurance remains available for them.

That gap is where money hides. Two homes can look nearly identical online while carrying materially different insurance conversations.

The Maps Changed in 2022

Buyers should be careful about what a seller or neighbor recalls regarding a property's historical designation.

Cape Coral's current FEMA maps took effect November 17, 2022, following the first comprehensive Lee County flood-zone review in roughly 14 years. Designations that were accurate in 2019 may not be accurate now.

The City of Cape Coral maintains a flood-risk portal where owners and prospective buyers can look up a specific address for its FEMA flood zone, Base Flood Elevation, Design Flood Elevation, available elevation certificates, and associated floodplain information.

Saccomonto's guidance is to verify the address rather than the neighborhood. A home a few streets away can carry different flood characteristics entirely.

Flood Zone and Evacuation Zone Answer Different Questions

A frequent source of confusion: FEMA flood zones and hurricane evacuation zones are separate datasets serving separate purposes.

Lee County uses FEMA flood zones for insurance rating and certain construction requirements. Evacuation zones, A through E, determine which areas may need to evacuate during a storm because of surge and other hurricane hazards.

Neither one predicts the other. A buyer should not conclude "I'm in an X flood zone, so I'm not in an evacuation area," and the reverse assumption is equally unreliable. Understanding both is what produces a complete picture.

Get Insurance Quotes Before Making an Offer

Insurance costs depend on factors such as construction type, property age, roof condition, location, previous claims, and wind-mitigation features. Florida's insurance resources also emphasize that statewide estimates cannot replace property-specific quotes.

Saccomonto encourages buyers to obtain insurance estimates early, allowing them to evaluate the property's actual ownership costs before committing to a purchase.

Homeowners and Flood Insurance Are Separate Policies

Standard homeowners insurance generally does not cover flood damage. Buyers should therefore evaluate both homeowners and flood insurance, including properties outside high-risk flood zones.

Saccomonto recommends obtaining separate, address-specific quotes rather than relying on general Cape Coral insurance estimates.

Know the Roof Before You Buy the House

Florida insurers may consider roof age, materials, and construction when determining coverage eligibility and premiums. Older homes may also require four-point inspections covering the roof, electrical, plumbing, and HVAC systems.

Florida law provides certain protections against coverage refusals based solely on roof age. Nevertheless, inspection findings remain important for evaluating maintenance expenses, negotiating repairs, and understanding future insurance options.

Wind Mitigation Can Work in the Buyer's Favor

Hurricane-resistant features, including roof coverings, roof-to-wall connections, shutters, opening protection, and reinforced garage doors, may qualify homeowners for insurance discounts.

Florida introduced an updated Uniform Mitigation Verification Inspection Form effective April 1, 2026. Buyers should review available wind-mitigation documentation when comparing properties, as these features can influence insurance costs and long-term ownership expenses.

"Waterfront" Covers Very Different Properties

Cape Coral's canal network is the city's defining attraction, and it is not one thing.

Gulf-access canals connect through to the Caloosahatchee River and out to the Gulf, which is what boating and fishing buyers are usually after, and Gulf-access homes typically command a higher price. Freshwater canals are landlocked, better suited to kayaking and the view. Beyond that distinction, properties vary in seawall condition, elevation, and flood classification.

For an out-of-state buyer, visual appeal can easily overshadow those differences. Saccomonto's view is that the agent's job is to bring the practical questions back into a conversation that has drifted toward the sunset and the dock.

The buyer can still be excited about the pool. They should also understand the property.

Storm Surge Deserves Its Own Conversation

Cape Coral's flood-protection guidance identifies both heavy rain and storm surge as flooding sources, noting that coastal areas near Charlotte Harbor, the Caloosahatchee River, and Matlacha Pass can be particularly exposed during severe hurricanes.

A flood map is one planning tool. It is not the only one, and geographic context matters alongside the designation.

The Better Purchase, Not the Faster One

Saccomonto's approach is deliberately analytical, she describes herself as a data-driven real estate strategist working with residential buyers through commercial and investment-property owners.

That orientation matters in Southwest Florida, where purchase price tells only part of the story. The right home is not necessarily the cheapest, and it is not automatically the one in the lowest-risk flood designation.

The better purchase is the one where the buyer understands the property, the risk, the insurance, the maintenance, the financing, and the long-term cost, and then decides whether it fits both the lifestyle and the finances.

Education Is Part of Representation

For Saccomonto, buyer representation involves more than scheduling showings. The most consequential questions are often the ones a buyer does not yet know to ask.

A client moving from Illinois may understand property taxes and mortgage payments but have no experience reading a flood map. Another may not realize homeowners and flood coverage are separate policies. An investor may need to know whether carrying costs change the expected return. A retiree may prioritize waterfront access while needing predictability in monthly housing expenses.

Those conversations are the representation. Education, in her framing, is the most reliable way to prevent surprises later.

PSG crushes Villarreal to keep perfect run

VILLAREAL, Spain — Reigning champion Paris Saint-Germain (PSG) scored four times in the first 17 minutes on their way to a 6-0 demolition of Villarreal in Spain in the Champions League on Tuesday, as the French side shrugged off injuries to key players to maintain their perfect record in the competition this season. Joao Neves, Desire Doue, Senny Mayulu and Fabian Ruiz all struck at the Estadio de la Ceramica as PSG set a record for the fastest team to score four times in a match in Europe’s elite club competition. Ruiz added another early in the second half, and teenager David Boly completed a comprehensive demolition of the side that finished third in La Liga last season. PSG have probably lost star winger Khvicha Kvaratskhelia for the rest of the campaign after he suffered a torn anterior cruciate ligament in his right knee in last month’s win over Barcelona, while Ousmane Dembele, captain Marquinhos and Nuno Mendes are also missing just now. Despite that, the Ligue 1 leaders made it 10 straight wins in all competitions, including four in the Champions League as they aim to lift the European Cup for a third season running. They are the only team to have maximum points after four matches in this year’s Champions League, and Luis Enrique’s prolific side have now scored 20 goals on that run. Like all matches in the Champions League on Tuesday, a minute’s silence was held prior to kickoff in tribute to Jesus de Miguel, the Tenerife player who died following a collision in a Spanish second-division match on Monday. Neves opened the scoring from close range in the ninth minute, and PSG netted three more goals in under eight minutes following that. Doue swept in as the hosts were punished for calamitous defending, and Villarreal collapsed under the intensity of PSG’s pressing as Mayulu made it 3-0.

AFAD gears up for Firearms and Ammunition Expo

THE Association of Firearms and Ammunition Dealers of the Philippines (AFAD) is set to hold Part 2 of its 32nd Defense and Sporting Arms Show on Nov. 18–22 at the Megatrade Hall of SM Megamall in Mandaluyong City, bringing together industry stakeholders in support of responsible gun ownership, strict regulatory compliance and the campaign against illegal firearms. AFAD President Aric Topacio said the association remains committed to promoting a responsible, law-abiding and well-regulated firearms industry while supporting the government’s efforts to curb the proliferation of illegal firearms. Invitations have been extended to officials of the Philippine National Police, the Department of the Interior and Local Government, and other concerned government agencies to participate in the event and strengthen cooperation between the public and private sectors. “Responsible gun ownership goes beyond simply possessing a firearm. It means understanding and complying with the law, ensuring proper storage and handling, and recognizing the responsibility that comes with owning one,” Topacio said. He emphasized that legitimate firearms dealers and industry stakeholders have an important role to play in preventing illegal firearms from entering circulation by complying with existing laws, regulations and licensing requirements. “AFAD supports the government’s campaign against illegal firearms. We believe that strong cooperation between legitimate industry players and law enforcement agencies is essential to stopping the proliferation of unregistered and illegally traded firearms,” Topacio added. The association also seeks to promote constructive dialogue with government authorities on policies and regulations that will strengthen firearms control, improve industry compliance and protect public safety without unduly burdening legitimate firearm owners and businesses. Aside from its advocacy for responsible gun ownership, AFAD hopes to work with concerned government agencies and sports authorities to help Filipino shooting athletes improve their competitiveness on the international stage. Topacio expressed hope that the country’s qualified national shooting team members would be allowed, subject to applicable laws, permits and regulatory safeguards, to bring an adequate supply of ammunition for training and competition preparation. He said consistent and sufficient training is vital to developing athletes capable of competing against the world’s best and restoring the Philippines’ prominence in international shooting sports. “We want our Filipino athletes to have every opportunity to train properly, develop their skills and represent the country with pride. With the appropriate government clearances and compliance with all regulations, we hope to find practical ways to support their training requirements,” Topacio said, whose older brother Hagen is one of the country’s top Shotgun shooter. TMT
